ILLINOIS DEPARTMENT OF INFORMATION TECHNOLOGY

2023
SERVICE TO THE CITIZEN AWARD WINNER

The State of Illinois, under the leadership of Chris Wollesen, embarked on a web modernization project to create a seamless and accessible online experience for residents accessing state services. The project tackled challenges like decentralized web programs, lack of mobile-friendliness, accessibility issues, security concerns, and limited language support.

Through the consolidation of its digital presence into a single digital front door, the state established a standardized and scalable environment for state agencies to deliver consistent user experiences. This streamlined content deployment, reducing the time needed for updates. Analytics tools were implemented to measure user interactions, and upcoming AI capabilities will enable personalized and up-to-date content.

The outcomes of the web modernization efforts are remarkable. State agencies experienced an average 25% increase in website traffic, with a significant surge in mobile traffic. Accessibility and usability scores improved by up to 63%, fostering greater trust in the state government. Content updates now require less than 10 minutes, enhancing efficiency and resident satisfaction.

Illinois has successfully enhanced access to state services, offering residents a more intuitive and user-friendly digital experience. The achievements include improved accessibility, heightened engagement, and enhanced efficiency in providing essential information and services to the community. These endeavors have positioned the state as a leader in digital transformation, benefiting millions of residents throughout Illinois.
