Colorado Digital Service

Sarah Tuneberg and the Colorado Digital Service are being honored in Category 4: Using Innovative Technologies to Deliver Simple, Seamless, and Secure Services for transforming how Coloradans access government programs through intuitive, digital-first experiences. Under Sarah’s leadership, Colorado has embraced technology that reduces complexity, improves accessibility, and makes government services feel more responsive to the people who use them.
A standout achievement is Colorado’s Family and Medical Leave Insurance (FAMLI) program, which allows residents to apply for benefits online or by mobile device in approximately 12 minutes. Today, 97% of claims are filed online, and nearly half are automatically adjudicated, reducing paperwork and accelerating access to benefits. Sarah has also helped expand secure digital identity tools, including myColorado and the Colorado Digital ID Verifier, making it easier and safer for residents to verify their identities and access services.
These innovations are delivering benefits for both residents and government employees. Coloradans experience shorter wait times, less paperwork, and easier access to services, while automation reduces routine administrative work and allows employees to focus on cases requiring human expertise. By combining digital-first design, automation, and secure identity technology, Sarah is helping Colorado deliver government services that are simpler, faster, more secure, and centered on the people they serve.
