Dr. Gerome Q. Banks and the U.S. Office of Personnel Management’s Leadership for an Efficient and Accountable Government (LEAG) team are being honored for transforming federal leadership development through a scalable, cost-effective shared services model. The program strengthens the leadership pipeline while helping agencies develop executives capable of navigating complex challenges, leading change, and improving government performance.
LEAG supports succession planning for approximately 700 Senior Executive Service positions annually while helping prepare a broader pool of more than 150,000 GS-14 and GS-15 employees for leadership opportunities. By leveraging a governmentwide network of more than 100 federal coaches, facilitators, mentors, subject matter experts, and interagency partners, the team has expanded access to high-quality development while reducing delivery costs by more than 70% compared with traditional approaches.
The program has generated more than $8.5 million in savings to date, with savings projected to reach $17 million in the next year. Beyond financial impact, LEAG equips federal leaders to make better decisions, manage change, strengthen workforce engagement, and improve program execution. By building leadership capacity at scale, Dr. Banks and the LEAG team are helping create a more accountable, responsive, and efficient federal workforce—ultimately strengthening the quality of services agencies provide to the American public.
