Captain Martin Edmonds, Deputy Commander for Sustainment (SEA 06), is being honored in Category 6: Improving Government Efficiency for transforming U.S. Navy sustainment from a fragmented, reactive function into an integrated capability that strengthens Fleet readiness. Recognizing that sustainment was often addressed too late in the acquisition lifecycle, CAPT Edmonds aligned NAVSEA, NAVSUP, the Fleet, and industry around a shared approach that incorporates logistics and readiness considerations from acquisition through operations.

 

Under his leadership, the Navy institutionalized disciplined processes across all 12 Integrated Product Support elements and established greater transparency into sustainment risks and requirements. His signature achievement is the transformation of Readiness-Based Sparing (RBS), which centralized maritime RBS activities through a Center of Excellence, streamlined funding, expanded modeling capacity, and created a unified approach to determining critical spare-parts requirements. A new RBS Compliance Dashboard also gives senior leaders real-time visibility into readiness impacts.

These reforms are contributing to an approximately 13% improvement in readiness for critical systems. A stable funding model leverages a $34 million investment to inform more than $2 billion in annual spare-parts decisions, improving inventory accuracy and availability while strengthening stewardship of taxpayer resources. By embedding sustainment into Navy policy, governance, and acquisition decisions, CAPT Edmonds has created lasting improvements that help ensure ships are ready to deploy, Sailors have the resources they need, and operational risks are addressed before they reach the Fleet.
