Heidi Kobylski and the Microsoft-GSA OneGov team are being honored in Category 4: Using Innovative Technologies to Deliver Simple, Seamless, and Secure Services for making advanced AI, cloud, and cybersecurity capabilities more accessible and affordable across the federal government. Heidi led Microsoft’s role in developing the OneGov agreement, creating a unified enterprise model that reduced costs while enabling agencies to rapidly adopt modern technologies.

Through the agreement, agencies gained reduced pricing on Microsoft 365 and Azure services, access to Copilot at no cost for up to 12 months, and discounts on cybersecurity, identity, and monitoring capabilities. Heidi also ensured agencies could put these technologies to work immediately by securing $20 million in adoption support and providing implementation workshops and training to more than 3,000 federal personnel. The resulting agreement represented a $3.1 billion value offer, including $750 million in contract write-downs.

Since its September 2025 launch, federal agencies have adopted nearly 800,000 Copilot licenses. Early implementations demonstrate significant efficiency gains, including one agency redirecting more than 22,000 hours annually from administrative work to mission activities and another saving approximately 23,400 hours per year through automated translation and reporting. By combining government-industry collaboration with AI, cloud technology, cybersecurity, and workforce support, Heidi and the OneGov team are helping agencies reduce costs, strengthen security, and deliver faster, more responsive services to the public.
