FILING SEASON INTEGRATION SERVICES (FSIS)

When the COVID-19 pandemic created an economic crisis, the U.S. Congress passed a series of stimulus packages that put the IRS front and center in providing relief to the American people. The IRS’s IT organization led the monumental effort to ensure taxpayers received their Economic Impact Payments (EIP), initially facilitating nearly 160 million EIPs in just two months—all while managing an extended tax filing season and shifting a workforce of 80,000 to a telework environment.

 

IRS was able to provide these exceptional, critical services to the American public through the leadership, collaboration, and eight years of dedication by an outstanding individual, Randi Rittman, who leads Filing Season Integration Services (FSIS), the organization within the IRS’s Office of the CIO that facilitates essential integration and collaboration of the IT department to prepare for the annual tax filing season. 

 

Randi built the FSIS organization by creating the essential processes and bringing together the right people, at the right time. The foundation that Randi meticulously built before the COVID-19 pandemic is what helped IRS IT pivot and be successful for both rounds of economic relief payments for the American people. During the pandemic, there was significant stress in the system. As a result of Randi and her team’s work, the IRS IT department helped to ensure taxpayers received their Economic Impact Payments (EIP), nearly 160 million of them, in record time. 

 

Randi has done incredible work to build filing season readiness efforts over the years. Randi has led eight successful filing seasons, working across the IT organization to ensure 400+ filing season IT applications run smoothly to process 253M total returns (FY2019). In late December 2020, IRS facilitated the second round of EIP for COVID-19 relief. The entire IT team was instrumental in this success story for the IRS and the country. 

 

Randi’s commitment to the IRS mission and her team was unparalleled – she served not only as a pragmatic and steadfast leader but as a beacon of hope. She gave people a voice to accomplish the mission to ensure citizens received their payments.
